MAP ( netuid, coldkey ) --> total locked miner collateral O(1) aggregate of `MinerCollateral.locked` across that coldkey's hotkeys on the subnet. Kept in sync by collateral credit / settle paths so unstake availability checks do not scan `OwnedHotkeys`.
